If it were up to me, i would disable ALL your rules, enable ALL ALL and get your forwarding/arp/routing working to your machines (i assume natted machines). Once you have clear communications, turn on your rules and find which one breaks them. Personally i run fw1 4.0 and my routes work just fine on nt 4.0. I'm imagining that all I should need to do is put in a static ARP entry, a la: arp x.x.x.x yyyy.yyyy.yyyy arpa Then, add a rule to accept the packets, a NAT rule, and a static route in the NT routing table.
