[FW1] Telnet rejecting by drop rule

Running Nokia 440 appliance. IPSO 3.2.1 FW-1 v4.1 sp-2 VPN to our ISP for
Secure Remote.

When we 'telnet' to the FW's IPS interface the telnet session does not
connect (a good thing I think), but a message is sent back stating: 'Check
Point FireWall-1 authenticated Telent server running on (my-firewall)'.

Upon examining the log, I find the clean up rule (any-->any-->any-->DROP)
has REJECTED the connection.

1) any ideas as to why it rejected vs dropped?

2) any way to customize the message sent back to the telnet initiator?
