[FW1] Banners On Telnet & FTP

Can some tell me 
how i put up banners on my firewall 
running checkpoint 4.0 

so that when someone tried to ftp from the internal
LAN out , and they are not allowed to ftp 
they get a messages from the firewall saying 

\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\
 this is a secure system  etc
