NO In fwconfig you should have FW-1 "control IP forwarding". If the FW-1 service stops, then there will be no IP forwarding as there is no FW-1 service to intercept packets and therefore control it. If FW-1 is set to do this then Windows doesn't assume control just because the FW-1 service stops.
