How far out of sync are they? ntdp does small incremental shifts in time until the clients are synced so this could take a bit of time. You may try setting the time on the Nokia to be as close as possible to the NTP server manually and seeing if it syncs a bit quicker. I'm not sure where to look under NT but xntpd on Solaris logs everything (by default, /var/ntp/ntp.log on mine) so you should see failures there.
