This is why you should seriously consider going with a single larger ISP
and two POP's. You need not worry about route preferences, ASN's, or
router requirements. Although not as fault tolerant as a fully diverse
solution, it provides significantly better reliability than a single
connection, and does nto require the complex BGP knowledge that a more
intricate solution would require.

A 2621 with 2 WIC's and 64 megs of memory is more than enough for a simple
BGP configuration. You can get the bandwidth of 2 T1's, redundancy and
diversity, and you will not have to deal with the full complexities of
BGP. In fact, all you would need from your ISP is the default route.

This is the biggest problem. VPN traffic breaks and requires additional
workarounds and complexity.
