We have a considerable amount of users that log on to exchange servers with mapi clients (Outlook), so these internal users DON'T use pop3 clients , but there is a considerable amount of users that are external too and they do use pop3 clients. So please try to help on the problem as it is described. One thing to note though, if you are using OWA across the internet I highly suggest using SSL only since you will be passing usernames/passwords clear text across the internet (same as with POP3). On another note; what's the point of using Exchange if you are using it as a POP3 server?
