You will first need to ensure that your SQL server itself is accepting TCP connections for management (SQL 7.0 defaults to named pipes only; SQL2000 gives you a TCP option at install, but defaults to port 0). The default port on SQL7 is TCP1433. Once you have accomplished this, you simply need to add a rule allowing appropriate access for source, destination, and port (this is the sort of thing you want to lock down pretty tightly - lots of published exploits are out there, especially against SQL7 using xp_cmdshell).
