I've been in several configurations like that before, and your problem is
strange, I've never seen something exactly like you're describing.

Don't you see any messages within your log files?

BTW, I hate to say that, because it sounds like bulls@#$%^&, but I would
upgrade IPSO and VPN-1 software to the latest stable builds, because even
your reseller may have problems to reproduce your environment.
